Bilateral trade asymmetries: a case study of Switzerland : why is there an important lack of accuracy in trade data?

The accuracy of international trade data can be rather questionable as in some cases large asymmetries in bilateral trade statistics result. Bilateral trade asymmetries are also referred to as mirror discrepancies and occur when the declared value of a country's imports does not correspond to the value of exports declared by its trading partner. Such mirror discrepancies are problematic because they jeopardize the quality of international merchandise trade statistics (IMTS) and thus lead to misreported bilateral deficits or surpluses, which in turn can motivate policy-makers to adopt ill-considered economic decisions. Solidarité et assurance. Les sociétés européennes face aux catastrophes (17e-21e s.)

Au-delà de l'entraide solidaire entre les habitants et les communautés, les secours matériels aux victimes de catastrophes sont longtemps restés dépendants de l'existence de l'Etat, quand celui était suffisamment riche, puissant et soucieux de son image bienfaitrice. Tel était déjà le cas sous le Haut-Empire romain. En Europe occidentale, le recours à l'aide des princes est attesté depuis la fin du Moyen Âge. Longtemps ces aides restèrent exceptionnelles et ne répondirent qu'aux sollicitations des victimes, avant de devenir dans certains pays un instrument de gouvernement, en France notamment, mais aussi en Angleterre ou dans les monarchies éclairées d'Europe centrale ou orientale. Là où les Etats étaient moins puissants, comme les cités grecques de l'Antiquité, les mini-territoires de l'Empire germanique ou des petits cantons suisses, les populations furent au contraire conduites à s'organiser pour mutualiser les risques. D'une manière générale, les modalités d'assistance possible relèvent de deux systèmes différents. Le premier est relatif aux diverses interventions « post-catastrophe ». Ainsi en va-t-il des formes de l'entraide solidaire, de l'organisation de la solidarité privée comme la « Chaîne du bonheur » en Suisse ou les collectes internationales. L'appel au budget de l'Etat et à la solidarité nationale relève des mêmes principes, qu'il s'agisse de dégrèvements fiscaux ou des impôts exceptionnels. Les dispositifs « ante-catastrophe » ne sont pas toujours différents quand se pérennisent ou s'institutionnalisent des structures charitables. Plus spécifiques sont à cet égard les systèmes d'assurance participant d'une politique intégrée de réduction des vulnérabilités, ou les fonds d'indemnisation agricole pour faire face aux « calamités agricoles » non assurables et « d'importance exceptionnelle ». Examiner sur le temps long la mise en place de ces différents processus, le passage progressif d'une entraide solidaire plus ou moins efficiente à une prise en charge par l'Etat des dispositifs d'assistance, comme le retour dans les sociétés contemporaines, à l'échelle locale, nationale ou internationale, des formes de l'entraide solidaire, tel est l'objet des contributions rassemblées dans ce volum

A Mixed-lingual Phonological Component which Drives the Statistical Prosody Control of a Polyglot TTS Synthesis System

Abstract. A polyglot text-to-speech synthesis system which is able to read aloud mixed-lingual text has first of all to derive the correct pronunciation. This is achieved with an accurate morpho-syntactic analyzer that works simultaneously as language detector, followed by a phonological component which performs various phonological transformations. The result of these symbol processing steps is a complete phonological description of the speech to be synthesized. The subsequent processing step, i.e. prosody control, has to generate numerical values for the physical prosodic parameters from this description, a task that is very different from the former ones. This article shows appropriate solutions to both types of tasks, namely a particular rule-based approach for the phonological component and a statistical or machine learning approach to prosody control.

Clinical Characteristics, Treatments and Outcomes of 18 Lung Transplant Recipients with COVID-19

We report clinical features, treatments and outcomes in 18 lung transplant recipients with laboratory confirmed SARS-CoV-2 infection. We performed a single center, retrospective case series study of lung transplant recipients, who tested positive for SARS-CoV-2 between 1 February 2020 and 1 March 2021. Clinical, laboratory and radiology findingswere obtained. Treatment regimens and patient outcome data were obtained by reviewing the electronic medical record. Mean age was 49.9 (22–68) years, and twelve (67%) patients were male. The most common symptoms were fever (n = 9, 50%), nausea/vomiting (n = 7, 39%), cough (n = 6, 33%), dyspnea (n = 6, 33%) and fatigue (n = 6, 33%). Headache was reported by five patients (28%). The most notable laboratory findings were elevated levels of C-reactive protein (CRP) and lactate dehydrogenase (LDH). Computed Tomography (CT) of the chest was performed in all hospitalized patients (n = 11, 7%), and showed ground-glass opacities (GGO) in 11 patients (100%), of whom nine (82%) had GGO combined with pulmonary consolidations. Six (33%) patients received remdesivir, five (28%) intravenous dexamethasone either alone or in combination with remdesivir, and 15 (83%) were treated with broad spectrum antibiotics including co-amoxicillin, tazobactam-piperacillin and meropenem. Four (22%) patients were transferred to the intensive care unit, two patients (11%) required invasive mechanical ventilation who could not be successfully extubated and died.
